The institution stands on Changsha Street, behind the Presidential Office Building. Its building, a municipal historic site that mixes Western classical and modern styles, originally housed the Communications Department of the Transport Bureau of the Taiwan Governor-General's Office in the Japanese colonial period.

Besides regular guided tours and tours for groups by appointment, it runs outreach education such as lecture series and talks on historical artefacts. It also provides digitised archives from its collections for public searching and use.
